Now that you have your picture right click on your current layer, which should be called background. and click duplicate, a new layer should have come on top of your background layer.
Once you have your duplicated layer go to Effects>Texture Effects>Blinds. You should now see a pop up in front of you looking like this:
Set your settings to mine. If you want, you can also change the opacity of your effect, the width, the color and the direction of the blinds! :) Once you have that click OK and set your duplicated layer to overlay. You're finished! :D
